The Corporate and Democratic Services Division is managed by Barbara Morris, Director of Corporate & Democratic Services and Monitoring Officer, and is at Priory House, Chicksands. It is divided into the following sections:
- Support for Executive, Council and Committee meetings (including preparation and issuing of agendas, taking minutes, etc.)
- Issuing Decision Digests for Executive and Grants and the Forward Plan
- Maintaining the Constitution and statutory records
- Public Participation scheme for Committee meetings (excluding planning)
- Administration of Committee Management System (modern.gov)
- Management of all corporate complaints and compliments
- Conducting Parliamentary, County, European, District, Parish and other elections
- Producing a comprehensive and accurate Electoral Register
- Processing monthly additions to the Register under rolling registration
To support the Council's vision by
- Providing professional advice and guidance to all of the MBDC team on the full range of employment-related issues
- Working as a strategic partner to deliver change initiatives that maximise the potential of all MBDC human resources
The Council's in-house legal department advise other departments within the Council on legal matters relating to:-
- Planning
- Civil and Criminal Litigation
- Contract and Conveyancing
- Employment Law
- Local Government legislation & procedures
- Liquor Licensing
- Hackney Carriages and Private Hire
- Sex Establishments
- Motor Salvage Operators
- Scrap Metal Merchants
- House-to-House and Street Collection Permits
- Track Betting, Amusements with Prizes and Pools Promotion
- Temporary Road Closures
- Maintenance of the Local Land Charge Register
- Local Land Charge Searches and Personal Searches, including on-line searches.
Members / Civic Services
- Administrative, secretarial and support service to Members, the Executive and the Chairman of the Council; arrange Civic Functions
- Development and maintenance of Members' Resource Room
- Support of the Remuneration Panel on review of Members' Allowances
- Members' Allowances, training and conference attendance
- Ensure lawfulness and fairness within the decision making process
- Provide advice and action issues
- Working with the Standards Board of England
