Service Planning
The allocation of funds to individual service areas is set out within divisional Service Plans.These plans are important because they show the linkage between resources (both financial and human) and the council’s objectives (both at a corporate level and for the service in question).
Evaluating Service Priorities
The Council has developed a way of ranking our services in terms of their contribution to the councils objectives and priorities. The Evaluating Service Priorities (ESP) framework document provides one tool to assist Members to identify lesser priorities through a structured approach to identifying the relative priority of the various services we provide. The Budget Planning Group (BPG) has been looking at the whole issue of allocating resources to priority areas, and working with senior managers to identify areas for potential contributions to the Councils corporate savings targets.
The aim of this exercise is to help “signpost” us to areas we may want to look at in greater detail and to aid Members with decision making, but we stress that it does no more than this. Such an exercise makes no judgment about relative efficiency within any given service area, nor about its quality or performance. Also, it certainly does not preclude us from looking for economies in any area of our activities as opportunities arise.
