What changes are being made to the Liquor Licensing Laws?
Changes to licensing law mean that Mid Beds District Council is now a Licensing Authority under the Licensing Act 2003. This makes the authority responsible for granting premises licences, club
premises certificates, temporary event notices and personal licences in the District in respect of the sale and/or supply of alcohol and the provision of regulated entertainment and late night refreshment.
The Licensing Act 2003 also imposes a statutory duty upon the District Council to produce, develop, publish and review a Licensing Policy.
This Policy relates to licensable activities identified by the Licensing Act
2003, which are:-
- The sale by retail of alcohol
- The supply of alcohol by or on behalf of a club to members and
their guests - The provision of late night refreshment (the supply of hot food
and drink from a premises between 11.00 pm and 5.00 am) - The provision of regulated entertainment (see below) or entertainment
facilities
Regulated entertainment or the provision regulated facilities requires a
licence when it is performed in front of an audience and includes the
following:-
- Performance of a play
- Exhibition of a film
- Indoor sporting event
- Boxing or wrestling (indoors and outdoors)
- Performance of live music (not incidental)
- Playing of recorded music
- Performance of dance
- Provisions of facilities for making music or dancing
- Entertainment of a similar description to the performance of live
or recorded music
