Decriminalised Parking Enforcement
From April 2008, there will be changes nationally in the fines received for parking contraventions as part of the Traffic Management Act 2004.
New Differential Parking Penalties mean that some parking contraventions will attract a penalty of £70.00 and other, lesser contraventions will attract a penalty of £50.00. There are no changes to the number or type of parking restrictions and there is still an early payment discount of 50%.
In addition, parking attendants will now be known as Civil Enforcement Officers.
Higher level contraventions for on-streetparking are those falling within one or more of the following descriptions:
Parked in a restricted street during prescribed hours
Parked orloading/unloading in a restricted street where waiting and loading/unloading restrictions are in force.
Using a vehicle in a parking place in connection with the sale or offering or exposing for sale of goods when prohibited
Parked in a loading gap marked by a yellow line
Parked in a suspended bay/space or part of bay/space
Parked in a parking place or area not designated for that class of vehicle
Parked in a loading place during restricted hours without loading
Vehicle parked more than 50 centimetres from the edge of the carriageway and not within a designated parking place
Parked in a designated disabled person’s parking place without clearly displaying a valid disabled person’s badge
Parked in a parking place designated for police vehicles
Parked on a taxi rank
Stopped where prohibited (on a red route orclearway)
Stopped on a restricted bus stop or stand
Stopped in a restricted area outside a school
Stopped on a pedestrian crossing and/or crossing area marked byzig-zags

The County Council remain responsible for making Traffic Regulation Orders and making sure that road signs and markings are in place, while Mid Beds administers parking enforcement throughout the district, in partnership with South Beds District Council through their contractor, Vinci Park Ltd.
